Fellow of the Institute of Chartered Accountants, Paul qualified with Ernst & Young.  In the 1970s he worked with Hill Samuel & Co. in London, Frankfurt and Zurich, and in the U.S.A. with Westinghouse Electric Corp. on international tax.  In the 1980s he was the Finance Director of the merchant banking arm of CIBC in London before going out to Kuwait as a consultant for the Kuwait Investment Authority and a member of the government’s Investment Strategic Planning Committee.  In the last twenty years he has become recognised as one of the leading analysts in the heath and social care sectors; and through his firm LCS International, undertakes a range of analysis and consultancy work for operators, financial institutions, and the third sector and government agencies across Europe. LCS has been involved in more than 100 healthcare transactions in the UK and other European countries in recent periods.
